For whichever Transit procedure you use for moving goods, you must submit an electronic declaration to the New Computerised Transit System (NCTS). This applies to all goods being moved within the European Union (EU) and European Free Trade Association (EFTA) countries and Contracting Parties to the Transports Internationaux Routiers (TIR) convention if moving goods under the TIR procedure. The NCTS is the principal customs transit system in Europe through which the transit of goods is managed and controlled electronically. Community and Common Transit declarations are processed from the electronic input of data into the NCTS. An electronic declaration must also be submitted for the EU stage of all TIR movements.
When a declaration is submitted to the NCTS, a Transit Accompanying Document (TAD) is automatically generated by the system on the completion of a declaration. It is this document - together with relevant commercial invoices, Carnets and consignment notes - that the driver takes with the goods for customs and delivery purposes.
To submit electronic declarations, you must have access to a computer and an internet connection. A printer will also be required to print the TAD and a List of Items (LoI). You will need to ensure that printer is of sufficient quality to clearly print a bar code.
TIR and the NCTS
The NCTS is used as a control measure for goods moving under the TIR procedure. Traders authorised to move goods under the cover of a TIR Carnet must submit a declaration to the NCTS for the part of the journey that takes place within the territory of the EU.
Although messages are exchanged using the NCTS, the paper TIR Carnet remains the primary declaration and is still required to be presented along with any accompanying documents, the vehicle and the goods at the office of destination/exit. The TIR Carnet is still required for use in other non-EU contracting parties and provides proof of the existence of a guarantee.
The message flow on the NCTS records and tracks the course of TIR movements. The NCTS generates a Transit Accompanying Document, which you must affix to the TIR Carnet.
NCTS fallback
In the event of either the NCTS or your own electronic system breaking down, permission is granted to use the paper fallback procedure and submit a declaration on a Single Administrative Document (SAD).
For TIR movements, the Carnet is the fallback document.
Transit Simplifications
The Community/common transit, Community status, TIR and Control Copy T5 procedures include several simplifications.
Applications must be made using form C1343.
