To temporarily bring a vehicle into the UK for private or commercial transport use, relief under Temporary Admission may be available without the need to complete any formal customs declaration.
CPD Carnet (Carnet de Passage en Douanes)
In certain countries, a Carnet de Passages en Douanes (CPD) can also be used to temporarily import a vehicle but they are not required to be used in the UK. The CPD carnet is an internationally recognised customs document that covers temporary admission into certain countries, without payment of duty or taxes. These admissions may normally require a deposit against the import charges for such vehicles. Although CPD carnets are not required in the UK they can be issued in the UK for UK registered vehicles if you intend to temporarily import them to non European Union (EU) countries that require CPD carnets to be used. For temporary import to other member states of the EU, you should contact the customs authorities in those member states to confirm their requirements.
The CPD carnet is a booklet made up of five, ten or 25 identical pages with counterfoils. A separate page is used for each country visited, and each page has three sections:
lower section - removed by customs on entry into a country
middle section - removed on exit
top section - stamped once on entry and once on exit
A country revisited during the return journey will require a new page to be stamped. The booklet also includes a 'Certificate of location', which should be presented to the customs office at re-importation in the country where the carnet was issued.
CPD carnets cover private or commercial use of road motor vehicles, motor cycles, trailers and registered motor sport vehicles transported by trailer. The system is administered by two international organisations: Alliance Internationale de Tourisme (AIT) and Federation Internationale de l'Automobile (FIA). It is the member associations of the AIT and FIA, which issue and guarantee carnets where they are required. In the UK, the Royal Automobile Club (RAC) is the issuing authority, which also provides a guarantee to cover any customs charges due on a vehicle if it is not re-exported from the country visited.
A temporarily admitted vehicle cannot be sold, loaned, hired, abandoned or otherwise disposed of without the prior agreement of the local customs authority and the local motoring organisation.
Carnets are valid for a maximum of one year. In exceptional circumstances, an extension or a second carnet may be granted by contacting the local motoring organisation and seeking further advice from the RAC.
