1. In the UK
You need do the following when transporting goods by road:
* follow the rules on drivers’ hours
* have the right driving licence
* follow the traffic rules for HGV drivers
If you’re transporting dangerous good there are extra rules you need to follow.
You can also be stopped for roadside vehicle checks.
2. Within the EU
You can use a freight forwarder to help you ship goods internationally.
You may need a CMR note to ship internationally.
Standard Shipping Note
You must use a ‘Standard Shipping Note’ (SSN) if you’re shipping goods overseas. It contains information about the goods and the companies involved in sending, shipping and receiving them. It’s used by carriers and customs officials.
If your goods are dangerous there are extra rules you need to follow.
You need to fill in a separate SSN for each shipment you make and send it to your shipping company or freight forwarder.
Export Cargo Shipping Instruction
An Export Cargo Shipping Instruction (ECSI) gives your carrier detailed instructions about how to handle your goods. You don’t have to use one but it will help to settle any disputes with your carrier eg about cargo handling, documentation or export charges. Ask your carrier or freight forwarder for a blank form. When you fill it in, include:
* a description of the goods
* the route
* any special transport requirements
* customs information
* who should receive the transport documents
Customs and taxes
There are rules about customs, duties and VAT on exports within the EU.
Licences
You need an export licence for military or certain dual-use goods.
The licence must be clearly quoted on all associated shipping documentation.
3. Outside the EU
You can use a freight forwarder to help you ship goods internationally.
You may need a CMR note to ship internationally.
Licences and taxes
You need to submit an export declaration and may have to pay VAT, import taxes and duty.
If you’re shipping dangerous goods there are extra rules you need to follow.
Military and dual-use goods
You need an export licence if you’re exporting military or certain dual-use goods.
The licence must be clearly quoted on all associated shipping documentation.
ATA carnets for temporary imports and exports
The ATA carnet allows you to ship goods to or from a non-EU country without paying tax or Customs duty. You can use one to:
* ship items to a trade fair
* send commercial samples
* ship plant or equipment that you’ll be using on a construction job
You must ‘re-export’ the goods back to the EU by the date written in your carnet, or you’ll have to pay duty and tax.

Check that the country you want to ship to or from uses the ATA carnet service and then read the ATA guidance notes to see if you can apply for one.

TIR carnet
The TIR carnet allows vehicles to cross international borders outside the EU without customs checks. You can get a TIR carnet through the Freight Transport Association or the Road Haulage Association.
4. CMR note
When you transport goods by road internationally, you must use a CMR note, which is a contract between you and the carrier.
You will need 4 copies of the CMR note:
* for the receiver (or customer)
* for the supplier
* to travel with the goods
* an administrative copy
If you’re shipping dangerous goods there are extra rules you need to follow.
Filling in the CMR note
You can buy pre-printed pads of CMR notes from Road Haulage Association (RHA) and the Freight Transport Association (FTA).
The note must contain information about:
* the sender, the carrier and the company or person who will receive the goods
* the goods and how they’ve been packaged
* the total weight of the cargo
* any costs, eg carrier fees that may get charged
