China released the results of monitoring and early warning of wind power investment in 2017

 According to the results of monitoring and early warning of wind power investment in 2017 released by National Energy Administration today, the provinces , involving Inner Mongolia, Heilongjiang, Jilin, Ningxia, Gansu, Xinjiang (including Xinjiang Production & Construction Group )etc., were marked as red early warning area where wind power projects shall not be approved to be constructed, and effective measures should be taken to solve the problems of abandoning the wind energy; while the rest provinces were marked in green. 

The National Energy Administration made it clear that power grid enterprises shall not accept applications of adding new grid to the existing wind power (including projects under construction, approved and those as planned) in provinces (areas) marked as the red early warning area, and the branch agencies shall no longer grant Power Generation Business Licenses to the new wind power projects in provinces (areas) marked as the red early warning area; At the same time, the construction of the second group of wind power projects in EastJunggar Basin Xinjiang, 100km wind area in Turpan, Phase II Project in Jiuquan shall be suspended. Those which have been put into operation and whose transmission channel are under construction shall be mainly used in the given wind farms.

As for the area marked as the green early warning area, the construction rhythm of wind power projects shall be well controlled. The wind power projects should self-determine the annual construction scale and the project list on the basis of implementing the policy of given market, give the transition of construction and use an overall consideration, so as to avoid the emergence of new power brownouts.

It is known to the reporter that in order to effectively increase the supply of clean energy for Beijing and Tianjin and Tangshan area, the National Energy Administration also required the Hebei Energy Bureau to accelerate the construction of Phase II Wind Power Project in Chengde base, ensuring that all projects in parallel will have started operation by the end of 2017 , and to facilitate the construction of Phase III Wind Power Projects in Zhangjiakou base systematically according to the construction process of Renewable Energy Demonstration Area Planning in Zhangjiakou. Scattered wind power projects will be no longer allowed in Zhangjiakou and Chengde.
